Redevelopment Ready Communities

The Redevelopment Ready Communities (RRC) program, sponsored by the Michigan Economic
Development Corporation (MEDC), is designed to empower communities in Michigan to attract
and support economic development projects by streamlining their planning, zoning, and
development review processes. The program aims to create a transparent, predictable, and
efficient environment for developers and investors, thus fostering sustainable growth and
revitalization within communities.

The RRC program is structured into two levels: “Essential” and “Certified.” Lake City is
currently recognized at the “Essential” status, indicating that the community has the foundational
documents and practices necessary to provide a predictable development experience. This level
ensures that Lake City meets its local planning and zoning responsibilities as required by
Michigan law, making it a more attractive destination for investment.

Communities at the “Essential” level like Lake City have established key planning documents
and procedures that align with the program’s six best practices:

  1. Community Plans and Public Outreach: Ensures the community has a master plan that
    reflects public input and is regularly updated.
  2. Zoning Regulations: Encourages clear and consistent zoning ordinances that support the
    master plan and streamline the approval process for developments.
  3. Development Review Process: Promotes a transparent and efficient review process,
    reducing time and uncertainty for developers.
  4. Recruitment and Education: Focuses on training and educating local officials and staff
    to implement the RRC practices effectively.
  5. Community Prosperity: Involves strategies to promote economic development, housing,
    and quality of life.
  6. Redevelopment Ready Sites: Identifies priority sites for redevelopment, ensuring they
    are “shovel-ready” for potential developers.
