Capital Improvements Plan
The City of Lake City’s Capital Improvement Plan (CIP) is a critical multi-year planning instrument that ensures the city identifies infrastructure needs, manages assets and related expenditures congruent with the budget and stakeholder expectations. The City of Lake City’s existing infrastructure must be managed and measured in the context of an efficient delivery of services, physical or structural improvement and further program goals will be achieved for the community.
By integrating with central planning documents such as the City Charter, Master Plan, and Parks & Recreation Plan, the CIP facilitates orderly infrastructure planning and maintenance. This process not only optimizes the use of revenues but also focuses attention on the community’s goals, needs, and capabilities.
The CIP brings several benefits to residents, employees, city leadership, and other stakeholders. It guides future growth and development within the confines of the current footprint, encourages efficient government operations, and enhances opportunities for participation in federal and state grant programs. The plan, which is considered a living document, is predicated on our ability to continually check progress and assess actual project costs. The city will identify changes and/or improvements to be documented every six months to ensure the fiscal year improvements are realized as expected. Moreover, the CIP helps maintain a stable financial program, which in turn improves communication with the community.
In summary, with meaningful measurement tools and assessments, the city will be able to benchmark and share progress with residents and stakeholders. Furthermore, we will have a tool to assess long-term wants and needs against available funds. Lastly, the CIP aligns long-term actions with community expectations, guided by city leadership and serves as an essential tool for planning, development, and community preservation.
